Abstract

The Municipal Participation Fund and a compulsory transfer of the Union, which represents the return of the taxes collected to the taxpayers, their distribution and proportional to the population of each municipality. The FPM is an important source of resources for the municipalities, since their collection is not enough to cover their expenses. These expenditures are increasing and resources are scarce, as is the need to analyze the quality of public expenditures. In this sense, the courts of law are concerned with knowing the quality of public spending, evaluating the effectiveness of municipal management. Therefore, the objective of this work and to relate the level of dependency of the FPM with a quality of municipal expenditures and public policies and its specific objectives are: to determine the level of municipal dependence of the resources derived from the FPM; to present a quality of the municipal expenses and public policies according to the index of effectiveness of municipal management and demonstration of a relation of participation in the FPM with a quality of the public spending and policies. As for the methodology, this study is classified as applied research, which seeks to describe the characteristics of the selected municipalities, and, therefore, is descriptive. A strategy for approaching, collecting, and documenting data is also a qualitative-quantitative research and a cross-sectional study. Given the context studied and analyzed, it was noticed that the greater is a dependency of the FPM, the lower the GDP, the population and the IEGM.
